Your oral comments should be a summary of your major concerns, emphasizing and explaining the most important points. It is a good idea to write down what you plan to say. You should also submit comments in written form. The Department of Energy (DOE) is required to consider both written and oral comments but written are probably more effective in terms of a paper trail. You may hear others comments and want to incorporate theirs into your own when you submit your written comments.
1. Introduce yourself: Tell your name and what special relationship / expertise you bring to the subject. (local resident, worked in a similar field, grew up in the area, have read news reports on accidents, fraud etc.)
2. Introduce your group: If you’re affiliated with a group, in a sentence or two, say your group’s name and purpose.
3. State the Problem: In this case that means talk about the DOE, the Complex 2030 plan, nuclear weapons proliferation, economic waste, environmental harm. For example: a. I believe that stockpile transformation will make us less secure in the long run. b. Nuclear weapons are NOT the answer to the US security problem because they are too blunt of an instrument to protect us from terrorists, the act of building weapons harms us and the act of building weapons stimulates other countries to build weapons, creating worldwide instability and giving rise to the need to build more weapons. Nuclear weapons drain money away from needed social programs. c. I don’t believe that this country be aggressively pursuing nuclear weapons programs when we are a signatory to the Non-proliferation Treaty. d. I think that plutonium should not be transported around the country until we’re sure it won’t be moved again
4. State the Solution: This is where you discuss what you envision as a better outcome. a. Dismantlement should go forward at a rapid pace b. The DOE should downsize the nuclear weapons infrastructure in this country without revitalizing the existing stockpile that is perfectly reliable as it is!
