Dr. Robert Civiak, physicist and former Budget Examiner for DOE nuclear
security activities at the White House Office of Management and Budget,
has prepared a detailed analysis of the Fiscal Year 2011 budget request
for nuclear weapons activities. His analysis exposes the inherent
inconsistency of a policy of increasing funds for nuclear weapons with
the Administration's purported vision of a world without them. The
report includes a number of important recommendations to Congress for
savings in the budget that would not sacrifice the safety or
reliability of the stockpile.
